MySQL/PHP sounds like the best for you. I reckon if you do an online search… you can set up your own wiki site for free, no coding required.

it depends on what budget you have
if it is a huge budget project , then a java platform IBM/DB2 and Sun/Oracle
or midpoint of the road Microsoft .Net with SQL Server
or projects that use free open source products then PHP MySql
HTML and CSS.
